High quality wide range zooms are hard to make and so tend to be of lower quality unless they are very expensive (see the EF 28-300L). The Canon EF 28-200/3.5-5.6 USM is no exception. The performance is mediocre at best. I really can't recommend this lens, in fact I really can't recommend any 28-200 zoom unless you value convenience over optical quality and you're mainly interested only in small prints.
